Two dogs accused of running at Elgin Mayor Ed Schock were deemed "dangerous" today, a designation that triggers a number of restrictions under a new city ordinance. Silvia Lugo of the 200 block of Plum Street was fined a total of $2,200 at a hearing for several offenses related to the pit bulls.
